MPEG-4 Speech Coding

MPEG-4 Audio standard (ISO/IEC 14496-3) supports highly efficient representation of speech signals at 2.0 to 24 kb/s using two basic algorithms, Harmonic Vector eXcitation Coding (HVXC) and Code Excited Linear Prediction (CELP). This paper provides an overview of the MPEG-4 speech coding algorithms and new functionalities such as speed/pitch change and bit-rate scalability, which, together with high-coding efficiency, distinguish MPEG-4 from other standards.
