AES-X252: (D252) AES70 Milan Adaptation

Project scope: The document will specify a common way to control routing of AVDECC/Milan audio streams using an adaptation of the AES70 CM4 feature set. The document will also define a programmatic interface between AES70 and AVDECC software drivers that is suitable for implementing the defined adaptation.
